The Energy Talent Crunch: When Faster Hiring Creates New Risks

The energy industry has a hiring problem that cannot be solved by hiring faster.

Demand for skilled people is rising across utilities, renewables, oil and gas, grid infrastructure, and energy technology. But the supply of experienced technical talent is not keeping pace.

The International Energy Agency’s World Energy Employment 2025 report found that global energy employment reached 76 million jobs in 2024. In a survey of more than 400 employers, roughly 60 percent reported difficulty hiring because of skills and labor shortages, especially for electricians, power-line workers, welders, pipefitters, and engineers.

The pressure is visible everywhere.

Renewable developers need wind technicians, solar installers, storage specialists, grid engineers, and project managers. Utilities need substation workers, control-room operators, and cybersecurity talent. Oil and gas companies are replacing retiring engineers, operators, and safety professionals.

Many are competing for the same people.

That is where a talent shortage can become an operational risk.

When projects are behind schedule and positions have been open for months, the instinct is understandable: shorten the hiring process, widen the search, and get someone in the role.

But there are limits to how far that thinking can go.

A recent analysis of energy-sector recruitment workflows points to shorter interview processes, heavier use of staffing agencies, and weaker credential verification as some of the responses to talent scarcity.

In many industries, a bad hire is expensive.

In energy, it can be dangerous.

The wrong person in a safety-sensitive role can affect worker safety, environmental compliance, grid reliability, and the delivery of critical infrastructure. That means hiring teams cannot treat time-to-fill as the only measure that matters.

Recruiters want to move quickly. Project leaders have deadlines to meet. Safety and compliance teams need evidence that a candidate has the experience, certifications, and judgment the work requires.

All three priorities are legitimate.

The challenge is not allowing urgency to override readiness.

There is another problem too: much of the industry is trying to solve the shortage by recruiting from itself.

Experienced engineers, operators, and specialists are being approached with higher salaries, stronger titles, and retention incentives. Heidrick & Struggles’ analysis of the energy talent crisis describes companies spending two to three times their normal recruiting effort and expense while also trying to keep the people they already have.

That may solve an individual vacancy.

It does not solve the workforce problem.

When one company fills a role by pulling someone from a competitor, the shortage simply moves down the road. Smaller contractors and rural employers feel this most because they often cannot match the pay, flexibility, or visibility of larger organizations.

The more durable answer is workforce development.

That means becoming more thoughtful about which requirements are truly essential and which skills can be taught. It means apprenticeships, certification pathways, transferable-skills assessments, and stronger internal development.

Nearly half of surveyed energy companies have already adjusted requirements or increased in-house training as qualified candidates have become harder to find, according to the World Energy Employment 2025 report.

That is an important shift.

The industry cannot lower the bar for safety-critical work.

But it can build more people capable of reaching it.

That requires employers, educators, unions, and workforce organizations to think beyond the next open position. It also requires companies to invest in the people they already have instead of assuming the market will always provide someone ready to step in.

The energy transition will demand a larger and more capable workforce.

Speed will matter.

But in an industry built around safety, reliability, and public trust, the goal cannot simply be to hire faster.

It has to be to build talent faster than we lose it—without lowering the standards the work demands.
