Why PE Talent Is So Hard to Scale and What Employers Can Do About It
The Professional Engineer license exists for a serious reason.
When civil engineers take responsibility for bridges, roads, water systems, drainage, buildings, dams, and other infrastructure, the public is trusting their judgment. Errors can cost millions of dollars, disrupt communities, and put lives at risk.
Licensure is one of the profession’s most important safeguards. The National Council of Examiners for Engineering and Surveying (NCEES) describes professional licensure as a system designed to protect public health, safety, and welfare by establishing qualifications in education, work experience, and examinations. But there is another reality employers are increasingly confronting:
The pipeline that produces licensed engineers cannot expand quickly.
That creates a difficult tension for civil engineering. The country needs more engineering capacity, while the people qualified to take responsibility for critical work take years to develop.
The PE license is not the problem.
The capacity system surrounding it is becoming a bottleneck.
A Pipeline Designed for Competence, Not Speed
The most common path to PE licensure includes an engineering degree, the Fundamentals of Engineering exam, acceptable progressive engineering experience, and the Principles and Practice of Engineering exam. Requirements vary by jurisdiction, but NCEES notes that most states require four years of acceptable, progressive, and verifiable work experience.
There is good reason for that rigor.
Civil engineering is not a profession where responsibility should be handed out simply because employers need more people.
But the structure creates an unavoidable workforce reality: licensed engineering capacity has a long production cycle.
A company can hire another recruiter this quarter. It can increase compensation for a difficult position. It can expand its sourcing geography.
It cannot manufacture a ten-year engineer overnight.
And when demand for experienced civil engineers rises faster than the profession can develop them, employers increasingly compete for the same limited pool of experienced talent.
The U.S. Bureau of Labor Statistics projects civil engineering employment to grow 5% from 2024 to 2034, with approximately 23,600 openings each year. Many of those openings will result from engineers changing occupations, retiring, or otherwise leaving the workforce.
The American Society of Civil Engineers has described the workforce pressure even more directly. In January 2026, ASCE said projected civil engineering workforce needs are growing faster than the projected supply of U.S. graduates. ASCE President Marsha Anderson Bomar also pointed to projects being delayed or canceled because organizations lack enough people for planning, design, construction, and oversight.
That is bigger than a recruiting problem.
It is a capacity problem.
The Real Bottleneck Is the Dependency Chain
It is tempting to blame the PE requirement itself.
That oversimplifies what is happening.
The harder constraint is the chain required to produce experienced, licensed engineers:
Education → FE/EIT → progressive experience → professional development and mentorship → PE → senior technical responsibility
Every stage depends, in some way, on capacity in the stages around it.
Consider professional development.
Early-career engineers need meaningful experience, increasing responsibility, feedback, and exposure to experienced professionals. Senior engineers, meanwhile, are already delivering projects, reviewing designs, managing teams, serving clients, and controlling risk.
The industry therefore faces a difficult cycle.
It needs more experienced engineers, but developing more experienced engineers requires time and attention from the experienced engineers it already has.
The National Governors Association, working with ASCE and infrastructure-industry leaders, has identified training, mentorship, advancement opportunities, retention, and recruiting barriers as important parts of the engineering workforce challenge. It specifically encourages public and private infrastructure employers to strengthen training, development, and mentorship opportunities.
Adding entry-level talent alone does not solve the problem.
Neither does competing more aggressively for the same PEs every time a requisition opens.
Employers need to think about the entire pipeline.
What This Means for Civil Engineering Employers
The organizations that navigate this shortage best will stop treating engineering recruiting as a series of isolated vacancies.
They will manage it as a portfolio of talent at different stages of professional development.
That starts with three changes.
1. Audit where a PE is actually required
Some positions genuinely require professional licensure because of the work, responsibility, regulatory environment, client expectations, or career level involved. BLS notes, for example, that civil engineers typically need state licensure when providing services directly to the public and that PEs may oversee other engineers, approve design plans, and sign off on projects.
Other job descriptions may list “PE required” even when a strong EIT, PE-track engineer, or experienced engineer without the credential could perform much of the role.
That distinction matters.
If every position is defined around the finished product—an experienced, already-licensed PE—the employer enters the most competitive part of the market every time it hires.
Organizations should distinguish between licensure required, licensure preferred, and a credible path toward licensure.
That can expand the potential talent pool without lowering the standard for work that truly requires a PE.
2. Build a PE-track pipeline, not just a PE pipeline
Employers should know who their future PEs are before they need another PE.
That means identifying engineers who have passed the FE, engineers progressing toward licensure, strong mid-career engineers, former employees who may become attractive rehires, and candidates whose development may be constrained by limited advancement opportunities at their current employer.
The recruiting question becomes broader than:
“Who has the license today?”
It becomes:
“Who could become the engineer we will need two or three years from now?”
That is a fundamentally different sourcing strategy.
3. Treat development capacity as workforce capacity
Employers frequently measure headcount, open positions, utilization, compensation, and turnover.
They should also understand their capacity to develop engineers.
How many early-career engineers can the organization realistically support?
Which experienced engineers are developing future technical leaders?
Where are promising employees stalling on the path toward greater responsibility?
If mentorship and development are consistently treated as extra work to be squeezed around project delivery, the organization may solve today’s workload at the expense of tomorrow’s workforce.
The Hiring Market Is Sending a Signal
Civil engineering does not need lower professional standards.
It needs more effective ways to develop people who can meet high standards.
Some of that conversation belongs to licensing boards, universities, professional associations, and policymakers.
But employers do not need to wait for regulatory reform.
They can start by questioning unnecessarily narrow job requirements, recruiting earlier in the professional-development cycle, strengthening mentorship and advancement pathways, and building relationships with engineers before a critical position becomes vacant.
For talent teams, the lesson is straightforward:
If you only search for fully developed PE talent when you need it, you are competing at the narrowest point of an already constrained pipeline.
The better strategy is to see the whole pipeline.
Find the PEs you need now.
But also find the engineers who can become the PEs you will need next.
